  调研领导小组,抽调骨干人员,深入基层、深入一线,按照查实情、找问题、理思路、转观念、提措施、谋发展的总体思路,全面了解我市车辆技术和机动车维修市场管理现状,找准发展中突出的问题和矛盾,梳理管理观念和工作重点,通过召开座谈会、问卷调查、实地调研等方式,广泛征求行业和社会各界的意见建议。这次调研活动共向运输企业、维修企业、运输车户、汽车检测站和社会各界发放调查问卷850份,收回801份。其中道路运输车辆技术管理调查问卷279份,机动车维修市场管理调查问卷220份,道路运输市场诚信体系建设运管机构调查问卷50份,道路运输诚信体系建设道路运输企业调查问卷261份,市县(区)召开各类座谈会9次。经汇总整理和平时市场监管过程中掌握的情况,较全面的反映出我市道路运输车辆技术管理和维修市场管理的现状。城市公交车辆和出租车还未纳入市交通部门管理,不在这次调研活动范围。现将调研情况汇报如下:

  一、市机动车维修市场的基本情况

  市目前道路运输车辆台,机动车维修企业(户)314家,其中一类28家,二类107家,三类179家.从业人员4172人,其中工程师18人,技师30人,高级工1101人,中级工1193人,初级工58人,各类维修及检测设备7253台,维修救援206人,救援车辆76台,全市年维修能力台次。机动车综合性能检测站7家,从业人员162人。年检测能力台次,实际年检测能力台次。从整体看,市辖区内一、二、三类机动车维修企业门类齐全,车辆各类维修在当地均可完成。市五个县、市均有一家车辆综合性能检测站,保证了车辆检测维护及时方便的进行。基本上满足了社会和道路运输车辆的需要。汽车维修业的发展壮大,为我市道路运输行业的发展和社会经济的快速增长作出了积极贡献。据统计,全市机动车维修市场和汽车综合性能检测市场为社会解决就业岗位6500个,年产值约亿元,有效拉动社会消费增长,为市第三产业的发展起到了推动和促进作用。

  二、市机动车维修市场管理和车辆技术管理的主要做法

(一)机动车维修市场管理的主要做法

  1、严把市场准入关口。按照《机动车维修企业开业条件》,对新增机动车维修企业逐项对照审核,有效阻止不符合资质条件的维修企业进入市场。对现有的维修企业,达不到规范要求的,通过质量信誉考核逐步得到完善,有效促进了维修企业在规模和档次上的提升。

  2、严格维修企业经营行为的监管。从全省开展机动车维修市场整顿活动起,在全市的维修企业中,对进厂检验、过程检验、竣工检验、维修材料单、维修合同等有关原始凭证实行备案制度,各类制度统一制作上墙,维修工时、收费标准、质量保证期、服务承诺、投诉电话等向社会公示,接受社会监督,有效的规范了维修市场的经营行为。

  3、鼓励汽车4s、3s店的发展。由于汽车4s、3s店的内部的规范管理,服务质量、人员的培训、专业化的技术水平等受到了社会的普遍认可,为行业管理部门加强维修市场的监管起到了很大的帮助和推动作用。我市行业管理部门鼓励有实力的一、二类维修企业发展4s、3s店。近两年来全市发展汽车4s、3s品牌店20家,为维修市场注入了新的技术力量,保障了社会新车型的维修需求。

  4、加强对从业人员的培训力度,不断提升人员持证上岗率。按照开业标准,新批一、二类维修企业从业人员持证上岗率达不到60%、三类维修企业从业人员持证上岗率达不到40%的均实行先培训后开业,对现有的维修企业从业人员持证上岗率达不到规定要求的,限期整改,达不到要求的降低质量信誉等级。目前全市维修从业人员持证率已达%,保证了每家一、二类维修企业,具有总质量检验员、质量检验员1—2名,价格结算员1名,主要工种基本上保证有1名中级工以上的技术人员,为提高维修服务质量打下了坚实的基础。

  5、积极推进机动车维修救援路建设。按照河南省交通厅道路运输局《关于印发〈“道路运输公共服务热线”管理制度(试行)〉的通知》和《关于促进我省机动车维修企业快速健康发展的意见》的文件精神,我市积极开展机动车维修救援络建设。目前,全市共20家维修企业开展了维修救援服务,维修救援人员206人,救援车辆76台,机动车维修救援服务覆盖市辖区(县)。另外,还有其他企业加入了上海大众公司、北京大陆、北京蒙迪尔、华夏、省广播电台等救援服务络,基本满足了我市维修救援需要。机动车维
